What I had not realised when writing was that Tim Loughton is the junior minister under Sarah Teather who is the new minister for Children and Families. Tim Loughton in a recent speech termed ICS (Integrated Childrern’s System) “one of the chief villains, responsible for driving out more good social workers than, perhaps, anything else”.
